Dr. LIU Xiaochun is the president of the Shenzhen Court of International Arbitration (also known as the South China International Economic and Trade Arbitration Commission, Greater Bay Area International Arbitration Center, the “SCIA”) and executive chairman of the South China International Arbitration Center (Hong Kong) (SCIAHK). He obtained Bachelor Degree of Laws, Master Degree of Economics and Ph.D. from Peking University; he also obtained MBA from Roosevelt University (Chicago), and used to be a visiting scholar at University of Southern California.
Dr. LIU has extensive work experience in legislation, WTO-related affairs, and disputes resolution, specializing in corporate law, securities law, international trade law, mediation, negotiation and arbitration.
Dr. LIU has been committed to promoting China’s international arbitration over three decades, setting a precedent in China to establish an international corporate governance structure for SCIA by a statutory-body legislation, the Ordinance on the SCIA, in 2012, to enhance the independence and impartiality of arbitration in China. So far, the arbitration and mediation services of the SCIA have been extended to 146 countries and regions worldwide.
