Simon Dean McCarroll is a civil engineer with over 25 years of experience, frequently appointed as an aviation expert for cases worldwide. He brings extensive practical and operational knowledge to international aviation projects, having worked as both an airport client and consultant. Simon is highly experienced in the design and constructability of aviation facilities, particularly within operational airport environments, and has overseen phased terminal and runway developments as well as aircraft pavement maintenance management.
As an expert witness and expert determiner, Simon specialises in airport planning, design, and engineering, supporting clients on disputed projects across Europe, Asia, and the Americas. He is accredited by the Academy of Experts, where he also serves as a board member and associate practising member. Simon is a former chair of the British Aviation Group (Scotland Region) and holds a master’s degree in airport planning and management.
Simon has delivered lectures on airport planning, design, and engineering, bridging technical theory with practical application. His published work includes airport masterplans, feasibility studies, procurement strategies, and simulations.
