Speakers J. Félix de Luis

J. Félix de Luis is an Experienced Lawyer, that has worked as a Central Government Attorney (Abogado
del Estado) for over 30 years -on a leave of absence for the past year-. As such, he has acted in more than 2.000 judicial processes on behalf of the Spanish Central Government. He is also an expert in the field of financial-economics, and as a Central Government Attorney, has also occupied relevant positions within the Ministry of Economy and Finance: i.- Secretary of the “Special Commission to identify, to analyze and to propose the solutions in the application of the economical laws”, 1995-1996. The main goal was to make proposals, from a legal perspective, to encourage the economic activity in Spain. As Secretary of the Commission, he was the writer of the final report later submitted, and approved, to the Spanish Central Government; ii.- Central Government Attorney, Chief at the Juridical Service, 1996-1998, at the Ministry of Economy. In charge of the draft of the annual Budget Law, and later on, the follow up of the parliamentary procedure at the Congress of Deputies and Senate.

With a clear International orientation and experience, he has worked in NY (US), Europe, Latin America and at present, in Asia, with a focus on international  arbitration and business. He is the Managing Director at LEGAL 21 ABOGADOS, in Madrid, SPAIN.

He focuses great part of his activity in ASIA, where he seats as International Arbitrator in main Arbitration Institutions.
