Deputy Minister for Developing Policies and Legislations 

Saudi Ministry of Investment 

 

Dr. Faris M Algarni holds the position of Deputy Minister for Policy and Legislative Development at the Ministry of Investment. He has held several leadership positions, most notably Dean of Graduate Studies and Head of the Law Department at the Saudi Electronic University, and Director General of the Judicial Training Center at the Ministry of Justice. He also served as Advisor for Regulatory Affairs, Governance, and Public Policy at the Royal Commission for Riyadh City, and subsequently as Advisor to His Excellency the Minister of Investment for Special Economic Zones. 

 

He is a member of the Board of Directors of the Saudi Bar Association, a member of the Special Economic Zones Legislation Committee at the Economic Cities and Special Zones Authority, and a member of the Investment Deputies Committee of the Gulf Cooperation Council (GCC). 

 

On the academic front, Dr. Algarni obtained a Bachelor’s degree in Sharia from Imam Muhammad bin Saud Islamic University, a Higher Diploma in Legal Sciences from the Institute of Public Administration, and a Master’s degree in International Trade Law from the University of East Anglia in the United Kingdom. He also obtained an Executive Master of Business Administration (EMBA) from the Saudi Electronic University, in addition to a PhD in International Investment Law from Queen’s University Belfast in the United Kingdom.
