Ms Charlene Chang was appointed Deputy Secretary (Development) of the Ministry of Law in October 2023. The Ministry’s mission is advancing access to justice, the rule of law, as well as the economy & society through policy, law and services. Ms. Chang oversees areas including legal industry development, intellectual property, and access to justice. Her key responsibilities include furthering the growth of Singapore’s legal industry, strengthening Singapore as an international dispute resolution hub, developing Singapore’s intellectual property regime, and overseeing legal services such as civil legal aid, criminal defence aid, insolvency & bankruptcy administration, community mediation, and public trustee matters.
Ms Chang’s career spans more than 25 years in the Singapore Public Service. Prior to the Ministry of Law, she was the Group Director of the Ageing Planning Office in the Ministry of Health from 2019 to 2023, overseeing the national ageing agenda in areas such as eldercare services, senior housing, and seniors health & wellness. Her previous postings include the Public Service Division, the Ministry of Culture, Community and Youth, the Ministry of National Development, the Ministry of Manpower, and the Ministry of Trade and Industry.
Ms Chang is a qualified lawyer who graduated from the Faculty of Law, National University of Singapore with a Second Upper Honours. She also holds a Master in Public Management from the Lee Kuan Yew School of Public Policy.
